License fee for service packaging

The new Packaging Law (VerpackG) entered into force on 1.1.2019. It replaces the packaging regulation.

The manufacturer must ensure the recovery of his packaging which is mandatory participation by concluding a contract with a dual system, so licensing the packaging.

Deviating from the usual use of language, a manufacturer is not the packaging manufacturer, but the one who places packaging on the market in Germany for the first time.

Packaging which is mandatory participation of the system and filled with goods, are primary and secondary packaging and typically end up as waste for private end users after use. Private end users are private households, but also comparable sources (e.g. gastronomy, hotel industry, canteens, bakeries).

A sales ban applies to products that are aimed at private end consumers and whose packaging does not participate in a dual system!
